According to City Manager Heath Kaplan, Poplar Bluff is broke. It is so broke he has talked about possibly closing the Black River Coliseum, which has become a popular venue for community events. It is so broke Kaplan has said it can no longer afford to provide free police escorts for parades and funeral services ... unless the city gets paid for it.
