Kelsi Leah Ann Vickers, 22, is to appear at 1:30 p.m. before U.S. Magistrate Judge Abbie Crites-Leoni for arraignment and a detention hearing on a one-count indictment, according to Assistant U.S. Attorney Keith Sorrell.
